<P style="MARGIN: 0cm 0cm 0pt" class=MsoNormal><FONT size=3>Eric Pickles MP for Brentwood and Ongar this week joined forces with major UK charities including Cancer Research UK, British Red Cross, Barnardo’s, Oxfam and the British Heart Foundation – as well as hundreds of local hospices and smaller charities – in a drive to generate more donations for charity shops. </FONT></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoNormal><o:p>&nbsp;</o:p></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoNormal><FONT size=3>Eric supported the <I style="mso-bidi-font-style: normal">Choose Charity Shops </I>campaign, led by the Charity Retail Association, by making a donation of items to St. Francis Hospice.</FONT></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoNormal><o:p>&nbsp;</o:p></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoNormal><FONT size=3>The Charity Retail Association has said that charity shop popularity is at an all time high. </FONT></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoNormal><FONT size=3>Charity shops now raise over £200 million every year for a huge range of charitable causes and they reduce the UK’s carbon emissions by 3.7 million tonnes every year through reusing items. They also support 180,000 volunteering opportunities and 17,000 jobs. </FONT></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoNormal><o:p>&nbsp;</o:p></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoNormal><FONT size=3>But charity shops thrive on donations of unwanted items from members of the public, and many are struggling to get enough through the door. This week nearly 6,000 charity shops in the UK are coming together to ask members of the public to make a donation to a charity shop in their area and pledge to donate to charity shops for the coming year. Events are taking place across the country to support the campaign. </FONT></P>

Risk of flooding despite continued drought &lt;br&gt;
Drought could make any flooding worse, warns Environment Agency &lt;br&gt;
The Environment Agency has warned today that drought conditions can increase the risk of flash flooding. &lt;br&gt;
Dry, compacted soils mean that water is less easily absorbed into the ground, and so any future storms could lead to a greater risk of flash flooding. &lt;br&gt;
The Environment Agency&amp;#8223;s warning comes on the day that the world&amp;#8223;s first social media flood warning application has been launched on Facebook. &lt;br&gt;
„FloodAlerts&amp;#8223; is a free to use application and was created and developed by Shoothill, a leading software developer specialising in online mapping and data visualisation solutions. &lt;br&gt;
Craig Woolhouse, Environment Agency Head of Flood Incident Management, said: &quot;As the drought in England continues, the thought of flooding may be far from people&amp;#8223;s minds, but we cannot ignore the risk. Dry and compacted ground means that there is a greater risk of flash flooding if there is heavy rainfall, and stormy seas and high tides can produce floods at any time. &lt;br&gt;
&quot;Being prepared is vital to help reduce the risk of flooding. With over five million people living or working in areas at risk from flooding across England and Wales, we are urging communities to use the new application, alongside our existing Floodline Hotline and website updates, to keep one step ahead of future floods.&quot; &lt;br&gt;
The Facebook application uses live flood warning data from the Environment Agency. It is the first service of this type and allows Facebook users to receive messages on their wall when a Flood Alert, Warning or Severe Flood Warning has been issued for river and coastal flooding in their location. &lt;br&gt;
The UK has seen extremes such as heat waves, record high temperatures and heavy precipitation in recent years and both droughts and deluges are to increase according to a report recently published by the Intergovernmental Panel on Climate Change. The report suggests the world is likely to experience both longer and more severe droughts in some regions and heavier and more damaging rainfall in others. With 1 in 6 properties in England and Wales at flood risk, the Environment Agency is urging people to sign up to its free flood warning service. &lt;br&gt;
Rod Plummer, Shoothill Managing Director, said: &quot;FloodAlerts is the world&amp;#8223;s first graphical representation of the flood warning data on Facebook which provides localised updates every 15 minutes, keeping users informed about the potential flood risks in their area on a Microsoft Bing Map. &lt;br&gt;
&quot;We created FloodAlerts on Facebook for the simple reason that social media is now becoming the de facto first choice of many of us to get latest news affecting their lives and with over 50% of the UK population now having a Facebook account, and the other 50% probably knowing someone who has one, it seemed logical to us that the delivery of Flood warnings through the site is a simple but effective way to help get the warnings to people who need them fast, accurately and through a medium they are already using.&quot; &lt;br&gt;

<title>Important Update regarding Flooding from the Environment Agency.</title>

<P style="MARGIN: 0cm 0cm 0pt" class=MsoPlainText><FONT size=3 face=Consolas></FONT>&nbsp;</P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoPlainText><FONT size=3 face=Consolas>The heavy rainfall over the weekend meant that our rivers received a much needed top up of water.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>In many places, the ground was very dry and compacted as a result of the current drought. This meant that rainwater flowed quickly overland, causing some rivers to fill up and over top their banks.</FONT></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoPlainText><?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p><FONT size=3 face=Consolas>&nbsp;</FONT></o:p></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoPlainText><FONT size=3 face=Consolas>We opened our Area Incident Room at midday on Sunday so that we could closely monitor the situation and ensure our staff were ready to take action where needed.</FONT></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoPlainText><FONT size=3 face=Consolas>Our Operations staff were out on the ground across Hertfordshire and North London – clearing trash screens and checking structures to ensure rivers were flowing freely.</FONT></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoPlainText><FONT size=3 face=Consolas>Almost all of our flood storage areas were operating, holding back river water to protect properties from flooding.</FONT></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoPlainText><o:p><FONT size=3 face=Consolas>&nbsp;</FONT></o:p></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoPlainText><FONT size=3 face=Consolas>Yesterday we issued flood alerts for the River Stort, River Roding, Cripsey Brook and River Ingrebourne – which affect your constituency.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>In Brentwood and Ongar there are 1,225 properties at risk of flooding. Our flood warning service is available for 315 properties and a large proportion of these have signed up to receive free flood warnings. This is an excellent sign that your constituents are aware of their flood risk and are taking steps to protect themselves and their property.</FONT></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoPlainText><o:p><FONT size=3 face=Consolas>&nbsp;</FONT></o:p></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoPlainText><FONT size=3 face=Consolas>Unfortunately flooding was reported to at least one property, but this was caused by drainage issues and not from flooding from the river.</FONT></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoPlainText><o:p><FONT size=3 face=Consolas>&nbsp;</FONT></o:p></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoPlainText><FONT size=3 face=Consolas>Despite the recent rainfall, we are still in a drought.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>The rain will help us get through the summer, and is good for the environment, farmers and gardeners.</FONT></P>
<P style="MARGIN: 0cm 0cm 0pt" class=MsoPlainText><FONT size=3 face=Consolas>It's unlikely, however, to be enough to recharge the groundwater after nearly two years of below average rainfall. As we move from spring to summer, most of the rain that falls is either evaporated as temperatures rise or taken up by plants as they grow.</FONT></P>

The Easter Parliamentary Recess gives me some time to spend in the constituency over the next couple of weeks, visiting events, organisations and individuals. This time of year is always busy in the local political calendar in the run up to the May local elections, and I look forward to going out on the street&amp;nbsp; with local candidates as they canvass opinion and deliver leaflets. </title>

<P>I’ll be on Ongar on Thursday, opening a family fun day run by mums for the children in the area. I’m also hoping to pop in to see Zinc Arts’ new extension and have a long awaited catch up with the staff and users of this marvellous&nbsp; local facility. </P>
<P>I’m also looking forward to having lunch with Cllr Jean McGinley, who is standing down from Brentwood Borough Council after a very successful term of office, which included an outstanding year as Mayor. </P>
<P>A couple of weeks ago, I was lucky enough to be invited to meet Age UK Essex, an organisation which provides support in the home to elderly people across Essex who need a bit of help in the home with cleaning and shopping. The group has just brought back the term ‘home help’ because it is best understood by all those who use the service.</P>
<P>I was very impressed by the dedication of all those I met, and especially by their rule that home helps never walk away from a home without seeing the client. On the day I visited a client had failed to answer the door, but could be seen lying on the floor. An ambulance was called, the family informed, and all was well. </P>
<P>Age UK Essex has five hundred workers offering cleaning and shopping support to more than three thousand people. There is a continuous need for more workers, with the minimum hours asked being two per week, with no maximum. As a result this appeals to mothers of young children who can fit in several hours work while the children are at pre-school or school. Male workers are also, I am told, very popular, despite some initial disbelief from clients that they can do housework!</P>

<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><FONT size=3>We signalled to consumers earlier that hosepipe bans would be more likely after a second dry winter, as part of a broader strategy for conserving water resources following a period of exceptionally low rainfall.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN><o:p></o:p></FONT></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><o:p><FONT size=3>&nbsp;</FONT></o:p></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><FONT size=3>The Government has been actively working with suppliers and consumers to mitigate the impact this would have on homes and businesses, and I thought it would be useful to set out the action Water Companies and the Coalition Government are taking.<o:p></o:p></FONT></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><o:p><FONT size=3>&nbsp;</FONT></o:p></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><FONT size=3>Temporary restrictions in the areas affected are expected to come into force from 5th April.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>The water companies involved have been coordinating closely the precise terms of those restrictions as they recognise that a single set of measures is easier for customers to understand. But they also have to reflect their local circumstances and the detailed intentions of each company are set out, in advance, on their websites and in local newspapers.<o:p></o:p></FONT></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><o:p><FONT size=3>&nbsp;</FONT></o:p></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><FONT size=3>In order to ensure the action taken is coordinated and strategic, Richard Benyon and I have been convening drought summits with the sectors most affected.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>These have been taking place since May 2011 and at the most recent summit we confirmed that Paul Leinster, Chairman of the Environment Agency, will chair a small high level cross-sector group to lead coordination of measures needed to manage the drought and to plan ahead for the risk of continuing drought. <SPAN style="mso-spacerun: yes">&nbsp;</SPAN>At the same time we are working across central and local government and with our stakeholders to manage the effects of the current drought.<o:p></o:p></FONT></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><o:p><FONT size=3>&nbsp;</FONT></o:p></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><FONT size=3>Tackling water leakage is also a clear priority for the Government.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Water companies have cut leakage rates by over a third since the mid 1990s, but we have recently agreed with water companies that extra efforts would be made to tackle leakage and we shall be keeping progress under review.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>This would be in addition to the leakage reduction targets already set by Ofwat.<o:p></o:p></FONT></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><o:p><FONT size=3>&nbsp;</FONT></o:p></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><FONT size=3>In addition to measures which will help in the short-term, we have also set out the action we are taking to address the challenge of maintaining secure and plentiful water supplies in the longer term.<o:p></o:p></FONT></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><o:p><FONT size=3>&nbsp;</FONT></o:p></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><FONT size=3>In our Water White Paper, published last December, we set out how interconnecting pipes between different parts of the country would help to build a new national network.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Interconnectivity is not new but more can be done to deliver more flexible and efficient networks and we are committed to making that happen.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>The idea of a new north-south pipe has been raised, but it is the case that smaller-scale inter-connections between water companies are both more cost effective, and more resilient given the uncertainty over the impact climate change may have on water resources in areas of the country we currently perceive as ‘water-rich’.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>An example of this approach was the connection made last year between United Utilities in the North West and Welsh Water, at a cost of £120m.<o:p></o:p></FONT></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><o:p><FONT size=3>&nbsp;</FONT></o:p></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><FONT size=3>We have also pledged to reform the abstraction regime which governs how we take water out of our rivers and water sources.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>It will mean that in future we have a system that is more flexible and enables us to use available water to meet the needs of households and businesses, while protecting the environment and water levels in our rivers.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN><o:p></o:p></FONT></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><o:p><FONT size=3>&nbsp;</FONT></o:p></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><FONT size=3>One solution that is occasionally raised is the scope for increasing desalination capacity.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Desalination is energy intensive and ultimately expensive, but in some circumstances the right answer which is why Thames Water has activated its desalination plant at Beckton with the capacity to serve one million customers.<o:p></o:p></FONT></P>
<P style="TEXT-ALIGN: justify; MARGIN: 1pt 0cm" class=MsoNormal><o:p><FONT size=3>&nbsp;</FONT></o:p></P>

<P>Caroline Spelman, Secretary of State for the Environment, announced this week that the south east of England is in drought. </P>
<P><B>Why have we declared a drought?</B></P>
<P>Our evidence shows that nine of the past 16 months (from October 2010 to January 2012) have seen below average rainfall in the south east. There is a continual decline of water resources (groundwater levels and river flows), and an increasing risk to public water supplies and the environment. Many reservoirs are also much lower than normal for this time of year.&nbsp; It’s important that everyone is aware of, and manages, their own water use.</P>
<P><STRONG>What does this mean for</STRONG>&nbsp;<STRONG>Brentwood and Ongar?</STRONG></P>
<P>Your constituency falls into the catchment of the River Roding.&nbsp;&nbsp; The lack of rainfall across the catchment has left river levels below average.&nbsp; The River Roding currently only has 29 percent of its average flow through Redbridge.&nbsp; This lack of water can have a huge impact on wildlife in our rivers.&nbsp; There is also less water available to dilute any pollution that enters the river, which could severely affect urban catchments like the Roding .&nbsp; We need people to be extra vigilant when out and about near rivers.</P>
<P>If the drought continues we expect more water companies to apply for drought permits. These permits allow them to abstract more from the environment for public water supplies. We are having formal pre-application discussions with Thames Water about four possible permit applications. We are also meeting regularly with Veolia Water Central to review their water supply situation and help them put plans in place, should this dry weather continue.&nbsp; So far, they have not sought additional water supplies.&nbsp; As we move into the spring, however, we could be seeing Water Company wide restrictions on water&nbsp;usage&nbsp;to customers.</P>
<P><B>What are we doing?</B><BR>It is our job to balance the water needs of people and the environment, and we will be working with others to find the best way to achieve this balance.&nbsp;Our drought plan for the south east sets out how we will manage water resources during a drought and our response to incidents.&nbsp;We are monitoring water levels in the environment and sharing this information with local water abstractors (water companies, farmers, etc) so they can understand the full picture and take action. </P>
<P><B>What can your constituents do?</B><B><BR></B>We want people and businesses to use water wisely every day, not just during a drought. <P>We also want people to be our eyes and ears on their local rivers.&nbsp; If people see any fish in distress or pollution incidents, they can call our Incident Hotline on 0800 80 70 60.&nbsp; We can then get officers out to investigate and take action where necessary.&nbsp; </P>

<title>Freedom to Pray</title>

<P style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class=MsoNormal><SPAN style="mso-bidi-font-style: italic; mso-ansi-language: EN-GB"><FONT size=3><FONT face="Times New Roman">On 10 February, the High Court ruled in a case against Bideford Town Council, banning the practice of prayers at the formal beginning of council meetings. The basis of this ruling was a narrow interpretation of section 111 of the Local Government Act 1972. In short, the Court asserted that councils do not have an explicit power to hold prayers as part of the formal business at council meetings.<o:p></o:p></FONT></FONT></SPAN></P>
<P style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class=MsoNormal><SPAN style="mso-bidi-font-style: italic; mso-ansi-language: EN-GB"><o:p><FONT size=3 face="Times New Roman">&nbsp;</FONT></o:p></SPAN></P>
<P style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class=MsoNormal><SPAN style="mso-bidi-font-style: italic; mso-ansi-language: EN-GB"><FONT size=3><FONT face="Times New Roman">I do not believe it was ever the intention of Parliament when it passed that Act forty years ago to prohibit council prayers, which are a common-day practice that dates back many centuries. It is my view that this judgment was another example of the public sector marginalising faith by promoting an illiberal and intolerant secularism.<o:p></o:p></FONT></FONT></SPAN></P>
<P style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class=MsoNormal><SPAN style="mso-bidi-font-style: italic; mso-ansi-language: EN-GB"><o:p><FONT size=3 face="Times New Roman">&nbsp;</FONT></o:p></SPAN></P>
<P style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class=MsoNormal><SPAN style="mso-bidi-font-style: italic; mso-ansi-language: EN-GB"><FONT size=3><FONT face="Times New Roman">Christianity continues to play an important part in the culture, heritage and fabric of our nation, especially given we have an Established Church, governed by The Queen. As the Prime Minister asserted in his speech in <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:PlaceName w:st="on">Christ</st1:PlaceName> <st1:PlaceType w:st="on">Church</st1:PlaceType>, <st1:City w:st="on"><st1:place w:st="on">Oxford</st1:place></st1:City>, in December: “we are a Christian country and we should not be afraid to say so”. This judgment was also an attack on faith in all its forms – councils which hold prayers often feature those of other faiths, not just Christianity. <o:p></o:p></FONT></FONT></SPAN></P>
<P style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class=MsoNormal><SPAN style="mso-bidi-font-style: italic; mso-ansi-language: EN-GB"><o:p><FONT size=3 face="Times New Roman">&nbsp;</FONT></o:p></SPAN></P>
<P style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class=MsoNormal><SPAN style="mso-bidi-font-style: italic; mso-ansi-language: EN-GB"><FONT size=3><FONT face="Times New Roman">In this country, we should respect those of other faiths, and those with none. The right to worship is a fundamental and hard-fought British liberty, and the fight for religious freedom in British history is deeply entwined with the political freedoms we take for granted.<o:p></o:p></FONT></FONT></SPAN></P>

<P style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class=MsoNormal><SPAN style="mso-bidi-font-style: italic; mso-ansi-language: EN-GB"><FONT size=3><FONT face="Times New Roman">While Parliament’s prayers are protected by the Bill of Rights, local councils have no such shield. Last week, I decided to fast-track the commencement of the general power of competence in the Localism Act 2011. Previously local authorities have only been able to do those things that the law specifically empowered them to do or which are incidental to those things. The new general power of competence turns the current situation on its head. Rather than looking to <st1:City w:st="on"><st1:place w:st="on">Whitehall</st1:place></st1:City> to hand down specific powers, it enables councils to do anything that an individual could do unless it is specifically prohibited by law. <o:p></o:p></FONT></FONT></SPAN></P>
<P style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class=MsoNormal><SPAN style="mso-bidi-font-style: italic; mso-ansi-language: EN-GB"><o:p><FONT size=3 face="Times New Roman">&nbsp;</FONT></o:p></SPAN></P>
<P style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class=MsoNormal><SPAN style="mso-bidi-font-style: italic; mso-ansi-language: EN-GB"><FONT size=3><FONT face="Times New Roman">These new flexibilities for councils include the freedom to pray and hold prayers at the start of council meetings, should they wish. This power is also a major constitutional innovation in itself, opening the doors to greater innovation in local government and will help councils make savings through greater joint working and sharing of services.<o:p></o:p></FONT></FONT></SPAN></P>

<P>Liberal Democrat Councillor, Nigel Clarke, has today crossed the floor to join the Conservative Group on Brentwood Borough Council.&nbsp; <u5:p></u5:p></P>
<P>Cllr. Clarke said: <I>“Since being elected as a councillor for Brentwood West in 2010 I have found that it has become increasingly difficult to work for the good of the residents of the ward as a member of the Liberal Democrat Group.<u5:p></u5:p></I></P>
<P><I>It is for this reason I have decided to join the Conservative Party, and work more closely with the two other Brentwood West ward councillors, Joan Holmes and Will Russell.<u5:p></u5:p></I></P>
<P><I>I firmly believe that, as a Conservative, I can help my residents more effectively with the issues they raise with me.&nbsp; I have become increasingly aware that I agree far more often than not with the Conservative proposals for the borough and it is for this reason I am resigning from the Liberal Democrat Party and joining the Conservatives today.”<u5:p></u5:p></I></P>
<P>The move is welcomed the Member of Parliament for Brentwood and Ongar, The Rt. Hon. Eric Pickles, Secretary of State for Communities and Local Government who said:<u5:p></u5:p></P>

<P>• The average weight of a typical 50 metre long superspan gantry is approximatley 40 tonnes. We normally erect two gantries on one night using two crews and two cranes. </P>
<P>• The average time to lift a gantry into position is approximately 15 minutes. To date we have not needed to close the motorway to install the gantries, this has all been carried out using HATO (Highways Agency Traffic Officers) and rolling road blocks. </P>
<P>From mid January we will commence the installation of our super span gantries on the final section of the widening works. All gantries should be in place by the end of February. The gantries will be installed overnight in order to ensure that all works are carried out in a safe manner and in a bid to minimise congestion. </P>
<P>During this time the traffic will be held at a standstill in the vicinity for approximately ten to fifteen minutes by the Highways Agency Traffic Officers. </P>

<title>Equitable Life Payments Update</title>
<description><![CDATA[Equitable Life Payments Update<br><br>I have written this to all constituents who have contacted me in recent years about Equitable Life, to give the latest details about payments from the Equitable Life Payment Scheme.<br>The Scheme has now successfully completed its first phase and is now making high volumes of payments to policyholders.<br>I have promised those to whom I have written that I would put a list of Frequently Asked Questions on this website for information. (see below)<br><br><br><span style="font-weight: bold;">Equitable Life Payment Scheme update</span><br style="font-weight: bold;"><span style="font-weight: bold;">Progress to date</span><br>Payments started at the end of June 2011 and over 10,000 eligible policyholders have been paid. Volumes will continue to be ramped up over the coming months, and the Scheme aims to distribute £500 million this financial year. It is anticipated that all Accumulating and Conventional With-Profits policyholders due a payment will have received it by mid 2014. Payments to eligible With-Profits Annuitants (WPAs) have started and they will receive a regular annual payment for the duration of their policy. All eligible WPAs the Scheme can trace will receive their first payment in the first year of the Scheme.<br><br><span style="font-weight: bold;">Scheme eligibility</span><br>The following policies are eligible for the Scheme:<br>An Equitable Life Conventional With-Profits (CWP) policy bought between 1 September 1992 and 31 December 2000 inclusive. An Equitable Life With-Profits Annuity (WPA) bought between 1 September 1992 and 31 December 2000 inclusive. An Equitable Life Accumulating With-Profits (AWP) policy (both individual and Group scheme policies) that either started between 1 September 1992 and 31 December 2000 inclusive or had a premium payment made into it between 1 January 1993 and 31 December 2000 inclusive.<br><br><span style="font-weight: bold;">To receive a payment from the Scheme:</span><br>You must have been identified as the payee of an eligible policy. That policy must have made a Relative Loss. For AWP and CWP policies, your calculated payment must be £10 or more in total.<br><br><span style="font-weight: bold;">Payment timetable</span><br>The Scheme will calculate a payment amount for every eligible policy, based on any Relative Loss that policy has made.<br>All eligible individual policyholders whom the Scheme can trace, can expect to receive a letter and a statement from the Scheme before June 2012, regardless of whether they will receive a payment. The letter and statement will explain the value of any payment due and, if applicable, approximately when they can expect to receive that payment.<br><br><span style="font-weight: bold;">Prioritisation of payments</span><br>The Scheme accepts the prioritisation principles recommended by the Independent Commission on Equitable Life Payments. This means that the Scheme aims to:<br>Begin payments to With-Profits annuitants before June 2012 Prioritise the oldest AWP and CWP policyholders for earlier payment Prioritise tracing the estates of deceased policyholders, as the process is likely to take time<br><br><span style="font-weight: bold;">What is a Relative Loss?</span><br>This is the figure used to measure the loss each policy has made. Essentially, it is the difference between the actual returns received, or expected to be received, from Equitable Life and the returns that would have been received if the investment had been made in a similar product with a comparable company.<br><br><span style="font-weight: bold;">Why are pre 1992 WPAs not included in the scheme?</span><br>In her report, the Parliamentary Ombudsman recommended that the aim of the scheme should be “to put those people who suffered a relative loss back into the position that they would have been in had maladministration not occurred”.
