<P>Work commenced in October 2011 to widen the anti-clockwise carriageway between junction 30 and junction 29. Once we have completed these works we will move to working in the central reservation area which was scheduled to commence in February 2012. However, we have managed to complete other works ahead of programme and will now move into the central reservation in January. Completion of the widening work is scheduled for June 2012. </P></FONT></FONT><FONT size=6 face=Arial,Arial><FONT size=6 face=Arial,Arial>

<P>Superspan Gantry Statistics: </P></B></FONT></FONT><FONT size=2>
<P>• SECTION 4A – 12 superspan gantries installed </P>

<P>• The average weight of a typical 50 metre long superspan gantry is approximatley 40 tonnes. We normally erect two gantries on one night using two crews and two cranes. </P>
<P>• The average time to lift a gantry into position is approximately 15 minutes. To date we have not needed to close the motorway to install the gantries, this has all been carried out using HATO (Highways Agency Traffic Officers) and rolling road blocks. </P>
<P>From mid January we will commence the installation of our super span gantries on the final section of the widening works. All gantries should be in place by the end of February. The gantries will be installed overnight in order to ensure that all works are carried out in a safe manner and in a bid to minimise congestion. </P>
<P>During this time the traffic will be held at a standstill in the vicinity for approximately ten to fifteen minutes by the Highways Agency Traffic Officers. </P>

<title>Equitable Life Payments Update</title>
<description><![CDATA[Equitable Life Payments Update<br><br>I have written this to all constituents who have contacted me in recent years about Equitable Life, to give the latest details about payments from the Equitable Life Payment Scheme.<br>The Scheme has now successfully completed its first phase and is now making high volumes of payments to policyholders.<br>I have promised those to whom I have written that I would put a list of Frequently Asked Questions on this website for information. (see below)<br><br><br><span style="font-weight: bold;">Equitable Life Payment Scheme update</span><br style="font-weight: bold;"><span style="font-weight: bold;">Progress to date</span><br>Payments started at the end of June 2011 and over 10,000 eligible policyholders have been paid. Volumes will continue to be ramped up over the coming months, and the Scheme aims to distribute £500 million this financial year. It is anticipated that all Accumulating and Conventional With-Profits policyholders due a payment will have received it by mid 2014. Payments to eligible With-Profits Annuitants (WPAs) have started and they will receive a regular annual payment for the duration of their policy. All eligible WPAs the Scheme can trace will receive their first payment in the first year of the Scheme.<br><br><span style="font-weight: bold;">Scheme eligibility</span><br>The following policies are eligible for the Scheme:<br>An Equitable Life Conventional With-Profits (CWP) policy bought between 1 September 1992 and 31 December 2000 inclusive. An Equitable Life With-Profits Annuity (WPA) bought between 1 September 1992 and 31 December 2000 inclusive. An Equitable Life Accumulating With-Profits (AWP) policy (both individual and Group scheme policies) that either started between 1 September 1992 and 31 December 2000 inclusive or had a premium payment made into it between 1 January 1993 and 31 December 2000 inclusive.<br><br><span style="font-weight: bold;">To receive a payment from the Scheme:</span><br>You must have been identified as the payee of an eligible policy. That policy must have made a Relative Loss. For AWP and CWP policies, your calculated payment must be £10 or more in total.<br><br><span style="font-weight: bold;">Payment timetable</span><br>The Scheme will calculate a payment amount for every eligible policy, based on any Relative Loss that policy has made.<br>All eligible individual policyholders whom the Scheme can trace, can expect to receive a letter and a statement from the Scheme before June 2012, regardless of whether they will receive a payment. The letter and statement will explain the value of any payment due and, if applicable, approximately when they can expect to receive that payment.<br><br><span style="font-weight: bold;">Prioritisation of payments</span><br>The Scheme accepts the prioritisation principles recommended by the Independent Commission on Equitable Life Payments. This means that the Scheme aims to:<br>Begin payments to With-Profits annuitants before June 2012 Prioritise the oldest AWP and CWP policyholders for earlier payment Prioritise tracing the estates of deceased policyholders, as the process is likely to take time<br><br><span style="font-weight: bold;">What is a Relative Loss?</span><br>This is the figure used to measure the loss each policy has made. Essentially, it is the difference between the actual returns received, or expected to be received, from Equitable Life and the returns that would have been received if the investment had been made in a similar product with a comparable company.<br><br><span style="font-weight: bold;">Why are pre 1992 WPAs not included in the scheme?</span><br>In her report, the Parliamentary Ombudsman recommended that the aim of the scheme should be “to put those people who suffered a relative loss back into the position that they would have been in had maladministration not occurred”. The first returns that would have been different if maladministration had not occurred were those of 1991, which would not have influenced policyholders’ decisions until September 1992.<br><br>The reduction these policyholders have seen in their annuity payments occurred because of poor investment market performance, and early annuity payments that were artificially high due to the structure of the product and over-bonusing.<br><br><span style="font-weight: bold;">Further questions on the Scheme</span><br>The Scheme has established a comprehensive website (http://equitablelifepaymentscheme.independent.gov.uk/ ) or alternatively you can contact the Scheme on 0300 0200 150. Eric Pickles,<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>told children from Brentwood County High School how individual acts of defiance against evil can make a difference.</FONT></P>
<P style="MARGIN: 0cm 0cm 10pt" class=MsoNormal><FONT size=3 face=Calibri>Speaking to a group of Year 7s and sixth formers on Remembrance Day, Mr Pickles described his meeting the night before with Sir Nicholas Winton who, in 1938, organised the evacuation of six hundred and sixty nine Jewish children from the then Czechoslovakia just before the outbreak of the second World War.</FONT></P>
<P style="MARGIN: 0cm 0cm 10pt" class=MsoNormal><FONT size=3 face=Calibri>Mr Pickles told the children, “Sir Nicholas had no money, no structure, no contacts; he just did it because he saw these children had no other chance of a future. Human beings are capable of enormous cruelty, cynicism, deception and neglect, but are also capable of intense acts of kindness, forgiveness and redemption.” </FONT></P>
<P style="MARGIN: 0cm 0cm 10pt" class=MsoNormal><FONT size=3 face=Calibri>Eric added, “What Sir Nicholas Winton did in 1938 shows how individual actions of defiance against evil can make a difference.”</FONT></P>
<P style="MARGIN: 0cm 0cm 10pt" class=MsoNormal><FONT size=3 face=Calibri>The Brentwood County High School children also had a chance to ask Eric some questions, ranging from why the House of Commons sometimes looks quite empty during debates to what were the best and worst things Eric had done as a Member of Parliament.</FONT></P>
<P style="MARGIN: 0cm 0cm 10pt" class=MsoNormal><FONT size=3 face=Calibri>Brentwood County High School’s Head Teacher, Mrs Carol Mason, thanked Mr Pickles for coming into the school, saying, “We know what important decisions Mr Pickles has to make, as a member of the Government, every day. But when he was asked about the best and worst things he has done as an MP, he talked not about important politicians he has met or laws he has helped pass, but about individual people and families who have come to him for help.” ENDS</FONT></P>]]></description>

Eric Pickles, Member of Parliament for Brentwood and Ongar, took to the shop floor on Friday (11<SUP>th</SUP> November) as part of the Department of Communites and Local Government’s Social Action Week.</FONT></P>
<P style="MARGIN: 0cm 0cm 10pt" class=MsoNormal><FONT size=3 face=Calibri>Eric rolled up his sleeves at the St Francis Hospice shop on Brentwood High Street to assist one of the shop’s longest serving volunteers, Iris Gibson, on the till. </FONT></P>
<P style="MARGIN: 0cm 0cm 10pt" class=MsoNormal><FONT size=3 face=Calibri>“I recognise the importance of the work undertaken by volunteers in shops, charities, and organisations, and was delighted to spend some time in the St Francis Hospice shop.” said Eric. “I met several of the people who give up some of their time each week to help sort and price goods for sale to such good effect.”</FONT></P>

<P style="MARGIN: 0cm 0cm 0pt" class=MsoNormal><SPAN style="FONT-SIZE: 10pt">Some of the existing water mains in this area were laid more than <SPAN style="COLOR: black">70</SPAN><SPAN style="COLOR: red"> </SPAN>years ago and have given many years of good service, but have now reached the end of their useful lives. The majority of these pipes are cast iron, which have begun to weaken and this has made them vulnerable to leaks and bursts. By replacing targeted sections of the water mains network, Veolia Water will be able to continue supplying water to the local community for many years to come.<o:p></o:p></SPAN></P>

<P><STRONG>RESPONSE FROM RT.HON.ERIC PICKLES MP TO INACCURATE EMAIL COMPARING ALLEGED BENEFITS FOR UK PENSIONERS AND IMMIGRANTS</STRONG></P>
<P>An email containing wholly inaccurate information about benefits allegedly paid to UK pensioners and illegal immigrants is in circulation. The figures are shocking, but simply wrong and are&nbsp;quite likely to have been sent from extremist organisations.</P>
<P>Unfortunately a number of my constituents are continuing to be sent this inaccurate email and, naturally, are upset by its contents.<BR><BR>The issue of benefits for non-UK nationals is complex and eligibility depends on a variety of factors, including the type of benefit claimed, immigration status, whether claimants have paid enough National Insurance contributions and whether claimants have the right to reside and are habitually resident in the UK.<BR><BR>I must point out that “illegal immigrants” are people who are in the UK without legal status. If they come to the attention of immigration authorities, they are liable to be removed from the UK. Many social security benefits are contributory benefits and require claimants to have a sufficient National Insurance Contribution record. Without legal status, it is highly unlikely that illegal immigrants would satisfy these conditions.<BR><BR>Asylum seekers, that is, people waiting for a decision on an asylum application, are not entitled to mainstream non-contributory social security benefits. Asylum policy is obviously an extremely difficult issue which requires calm and serious consideration. Many of those who come to Britain seeking asylum have been through terrifying experiences, and we are conscious that behind every case is a real person.<BR><BR>The system that the Government has inherited from the previous Government is slow and inefficient. This leads to long delays for those waiting for asylum decisions which are in nobody’s interests. <BR><BR>Concerns about the welfare offered to asylum seekers are, at root, a reflection of the dysfunctional nature of our border controls and the unnecessarily long period it currently takes to process asylum applications. Ultimately, the best solution will be to minimise these delays, to the advantage of both the genuine refugee and the taxpayer. This Government wants a quicker, more efficient and humane asylum system.<BR><BR>Under this Government, the UKBA are already delivering more for less money. Decisions are being made faster and removals of failed asylum seekers are quicker than a year ago.</P>
<P>We need a system where those who are genuine refugees are welcomed, those who shouldn’t be here but can’t go home are supported, but those who shouldn’t be here and can go home are required to leave quickly. We also need a system which puts proper controls on our borders and allows us to know who is entering and leaving the country.</P>
<P>The Government's attitude towards pensioners is also criticised in the email. I would like to reassure you that the Government recognises the contributions older people make to society and understands the need to help those elderly people who are amongst the most vulnerable in our society. The Government has taken the decision to restore the link with earnings and increase the Basic State Pension by the highest of prices, earnings or 2.5 per cent. This “triple guarantee” ensures that pensioners will get a decent offering from the state in their retirement. The Government estimates that re-linking the state pension with earnings will mean a typical person retiring this year will receive an additional £15,000 in extra state pension compared with price indexation. <BR><BR>In April this year, the Government increased the Basic State Pension by £4.50 to £102.15. Low income pensioners will also benefit as the majority of Pension Credit recipients will see a £4.75 increase in their Guarantee Credit and Cold Weather Payments have been permanently increased to £25 from £8.50. <BR><BR>In recognition of the fact that many pensioners have contributed enormously to society, yet are struggling to make ends meet, the Government will keep universal benefits for pensioners. I am proud of the fact that the Government has honoured David Cameron’s pledge to enhance the state pension, protect the Winter Fuel Allowance and other pensioner benefits that people depend on.</P>]]></description>

<P align=left>Moving from phase 2 clockwise to phase 3 anti clockwise is scheduled to take place from 25 September</P>
<P align=left>2011 with completion around 9/10 October 2011. Work on the traffic management layout will take</P>
<P align=left>approximately 10-14 nights dependant upon weather conditions.</P>
<P align=left>On the 23 September varioguard alongside the verge will be removed at junction 30 and replaced with</P>
<P align=left>cones.</P>
<P align=left>On the 25 September traffic on the clockwise will be moved into the new lane 1 and 2 at junction 30.</P>

<P style="MARGIN: 0cm 0cm 10pt" class=MsoNormal><SPAN style="LINE-HEIGHT: 115%; FONT-FAMILY: 'Arial','sans-serif'; FONT-SIZE: 12pt">“Over the last two years I, and other farmers in the area, have been victim of many crimes including trespass, fly tipping, theft, violence and threats.&nbsp;I am aware the Farm Watch set up by local Police and Farmers is being inundated with reports of suspicious behaviour and crime on a daily basis.”<o:p></o:p></SPAN></P>
<P style="MARGIN: 0cm 0cm 10pt" class=MsoNormal><SPAN style="LINE-HEIGHT: 115%; FONT-FAMILY: 'Arial','sans-serif'; FONT-SIZE: 12pt">The theft of red diesel from all local farmers is causing huge problems as the Police and HMRC have to co-ordinate their operations to apprehend cars and test for red diesel in tanks.&nbsp; Eric said:<o:p></o:p></SPAN></P>

The theft of red diesel inconveniences the farmers, and threatens their safety. I will be writing to Essex Police and HM Revenue and Customs to ensure everything possible is done to stamp out this brazen criminality in our rural areas.”<o:p></o:p></SPAN></P>

The connection may be difficult to spot at first glance, but as<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Brentwood and Ongar MP, the Rt. Hon. Eric Pickles MP, discovered this week all are linked by the theft of valuable metals.</FONT></P>
<P style="MARGIN: 0cm 0cm 10pt" class=MsoNormal><FONT size=3 face=Calibri>“The price of commodities like lead and copper have soared in recent months, making cabling and lead roof-flashings of great interest to thieves.” said Eric during a visit to St Thomas’s Church in Brentwood town centre which has suffered a recent theft of lead.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Churchwardens told Eric the metal would have a scrap value of around £900, but will cost the church in the region of £8000 to bring in roofers to repair the damage.</FONT></P>
<P style="MARGIN: 0cm 0cm 10pt" class=MsoNormal><FONT size=3 face=Calibri>“This is pure criminality which not only causes damage to the fabric of buildings themselves, but also upset and disruption to many. “said Mr Pickles. “I will be contacting the District Commander of Essex Police in Brentwood<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>to ask what measures are being taken to prevent such crimes taking place. It is extraordinary that thieves can get away with this amount of lead from a town centre location.</FONT></P>
<P style="MARGIN: 0cm 0cm 10pt" class=MsoNormal><FONT size=3 face=Calibri>“I am also aware that St Thomas’s is not the only church in my constituency to suffer the theft of lead from the roof. In a number of cases the churches have been in rural areas which suffer a disproportionately from criminal activity because of their remote locations.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>I will be asking Essex police how they are tackling rural crime, and what security advice is available for those who live a bit further off the beaten track.”</FONT></P>

We have sought to keep our communities informed and yesterday put out a strong message to the public via our website and twitter, as well as through the media.</SPAN><?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p></o:p></FONT></I></P>
<P style="MARGIN-LEFT: 36pt"><I><FONT size=3><SPAN style="FONT-FAMILY: 'Arial','sans-serif'">We have seen no violent disorder in Essex akin to what has been happening in larger cities across the country. Where there has been minor disorder, Essex Police has acted quickly to make arrests. On Monday following a burglary in Buckhurst Hill, 13 men were arrested, and following minor damage to a police vehicle in Loughton, two male youths were arrested. In Harlow, four people were arrested for minor damage in the town centre.&nbsp; We have seen a number of young people gathering in large groups in various places across the county, but Essex Police has taken immediate action by deploying public order officers to disperse such groups. This early intervention has meant we have not seen any large scale disorder.</SPAN><FONT face="Times New Roman"> <o:p></o:p></FONT></FONT></I></P>
<P style="MARGIN-LEFT: 36pt"><I><FONT size=3><SPAN style="FONT-FAMILY: 'Arial','sans-serif'">Last night (Tuesday) Police officers arrested a 17-year-old man from Clacton for incitement to commit violent disorder after comments were published on facebook encouraging people to gather at a location in Essex and cause disorder.&nbsp; The man remains in police custody. We also arrested two teenagers from Grays and South Ockendon, for using social networking websites for incitement to commit violent disorder.&nbsp; Essex Police is monitoring social media and will not tolerate anyone who uses the internet or any electronic communication device to send inaccurate and false messages intending to incite disorder, or cause alarm.</SPAN><FONT face="Times New Roman"> <o:p></o:p></FONT></FONT></I></P>
<P style="MARGIN-LEFT: 36pt"><I><FONT size=3><SPAN style="FONT-FAMILY: 'Arial','sans-serif'">Essex Police has a robust plan in place and is utilising additional resources by calling officers and staff in to work on their rest days. We have been providing support to colleagues in the Metropolitan Police Service. We currently have between 50 – 100 officers in London at any one time from within our establishment of over 3000 police officers, over 400 PCSOs and several hundred Special Constables.</SPAN><FONT face="Times New Roman"> <o:p></o:p></FONT></FONT></I></P>

<P style="FONT-WEIGHT: bold">Communities Secretary, Eric Pickles, has announced that residents and local firms affected by the riots are in line for financial support, as part of a package of measures from the Government to help communities get back on their feet.</P>
<P>The one-off measures are part of concerted, cross-government action to help rebuild communities and reopen shops, rebuild damaged buildings, make sure people who lost their homes are re-housed, and to help councils get their areas back to normal as quickly as possible.</P>
<P>Mr Pickles also sent a clear message to councils that the Government stands fully behind councils seeking to evict tenants that are found to have taken part in the looting and rioting across the country over the last few days - this will send a strong message that crime does not pay.</P>
<P>The package of support being announced today includes:</P>
<UL>
<LI><SPAN><STRONG>£10m recovery fund</STRONG> to help councils with the immediate costs of making their areas safe, clear and clean again.</SPAN> 
<LI><SPAN><STRONG>A £20m High Street Support Scheme</STRONG> intended to help get business trading again and meet short term costs. Councils will distribute the money and could use it to reduce business rates, finance building repairs and encourage customers back to the affected areas.</SPAN> 
<LI><SPAN>Seriously damaged homes and business properties will be taken off the respective valuation lists. This <STRONG>removes any liability for council tax or business rates.</STRONG></SPAN> 
<LI><SPAN>Councils have the power to offer <STRONG>rate relief for local firms</STRONG>, but must pay a quarter of the cost; central government automatically pays for three quarters of the cost. This Scheme will help reimburse councils for their costs, to facilitate immediate and real financial help to be given to small and medium firms rebuild their local businesses.</SPAN> 
<LI><SPAN><STRONG>Re-housing funding</STRONG> to meet the immediate costs of emergency accommodation for families who have been made homeless by the disturbances.</SPAN> </LI></UL>
<P>Eric Pickles said: "Our priority is to get local communities back on their feet, get businesses up and running again and make sure nobody is left without a roof over their head. We will stand side by side with communities as they rebuild their lives.</P>
<P>"We are making immediate financial support available to those that need help and we will continue to work closely with councils who have already responded to this violence with calm, resolve and professionalism."</P>
<P>"It is not just for the state to support local firms affected by these criminal actions. I encourage every local resident to make an effort to shop locally in this and coming weeks and support the local high streets which are the lifeblood of our communities."</P>
<P>In a written statement to Parliament, Mr Pickles also praised the efforts of Fire and Rescue Services who had been working hard to contain fires caused by those intent on destruction.</P>
<P>The Government has been absolutely clear that those who have committed criminal acts will be found and punished. Mr Pickles reinforced this stance today by announcing that councils will have the Government's full backing in holding any rioters living in social housing to account.</P>
<P>Housing Minister, Grant Shapps said:</P>
<P>"The people who rioted and looted over the past few days need to know that there are consequences to their actions. So they should wake up and listen to this clear message: if you live in a social home and you are caught rioting, your one night of madness could have disastrous consequences for the rest of your lives.</P>
<P>"Social housing is a precious resource, and the hard working taxpayers who subsidise it will be rightly wondering why anyone involved in trashing and looting our country should expect to enjoy the benefits of a social home."</P>
<P sizcache="1" sizset="29">Department for Business, Innovation and Skills is also working with local enterprise partnerships, local authorities and business organisations to ensure affected businesses have access to practical advice, information and support. Businesses which have suffered loss should obtain a crime number from the police and contact their insurers immediately. Any uninsured individual, homeowner or business that has suffered damage to or loss of their buildings or property as a result of rioting, can seek compensation from their Police Authority under the Riot Damages Act. <P style="FONT-WEIGHT: bold">With permission, I would like to make a statement. First, let me thank the Speaker and Honourable Members for returning.</P>
<P>When there are important events in our country, it is right that Parliament is recalled and that we show a united front.</P>
<P>I'm grateful to the Leader of the Opposition for the constructive approach that he has taken over the past few days.</P>
<P>I have spoken with many of the members whose constituencies have been affected - and I would like to pay tribute to the Member for Tottenham for his powerful words and unstinting work over recent days.</P>
<P>What we have seen on the streets of London and in other cities across our country is completely unacceptable and I am sure the whole House will join me in condemning it.</P>
<P>Keeping people safe is the first duty of government.</P>
<P>The whole country has been shocked by the most appalling scenes of people looting, violence, vandalising and thieving.</P>
<P>It is criminality pure and simple. And there is absolutely no excuse for it.</P>
<P>We have seen houses, offices and shops raided and torched...</P>
<P>... police officers assaulted and fire crews attacked as they try to put out fires...</P>
<P>... people robbing others while they lie injured and bleeding in the street...</P>
<P>...and even three innocent people being deliberately run over and killed in Birmingham.</P>
<P>Mr Speaker, we will not put up with this in our country.</P>
<P>We will not allow a culture of fear to exist on our streets.</P>
<P>And we will do whatever it takes to restore law and order and to rebuild our communities.</P>
<H2>What went wrong</H2>
<P>First, let us be clear about the sequence of events.</P>
<P>A week ago today, a 29 year old man named Mark Duggan was shot dead by the police in Tottenham.</P>
<P>Clearly there are questions that must be answered and I can assure the House that this is being investigated thoroughly and independently by the IPCC.</P>
<P>We must get to the bottom of exactly what happened. And we will.</P>
<P>Mr Speaker, initially there were some peaceful demonstrations following Mark Duggan's death...</P>
<P>...and understandably and appropriately the police were cautious about how they dealt with this.</P>
<P>However, this was then used as an excuse by opportunist thugs in gangs, first in Tottenham itself, then across London and then in other cities.</P>
<P>It is completely wrong to say there is any justifiable causal link.</P>
<P>It is simply preposterous for anyone to suggest that people looting in Tottenham at the weekend, still less three days later Salford, were in any way doing so because of the death of Mark Duggan. <BR>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <BR>The young people stealing flat screen televisions and burning shops was not about politics or protest, it was about theft.</P>
<P>The police faced lawbreaking on the streets on a scale not seen for decades.</P>
<P>Mr Speaker, in recent days individual police officers have shown incredible bravery and have worked in some cases around the clock without a break</P>
<P>They deserve our gratitude and our admiration.</P>
<P>But what became increasingly clear earlier this week was that there were simply far too few police were deployed onto the streets. And the tactics they were using weren't working.</P>
<P>Police chiefs have been frank with me about why this happened.</P>
<P>Initially the police treated the situation too much as a public order issue - rather than essentially one of crime.</P>
<P>The truth is they have been facing a new sort of challenge...</P>
<P>...with different people doing the same thing - basically looting - in different places all at the same time.</P>
<P>Mr Speaker, to respond to this situation, we are acting decisively...</P>
<P>...to restore order on our streets...</P>
<P>...to support the victims of this terrible violence...</P>
<P>...and to look at the deeper problems that have led such a hard core of young people to decide to carry out such appalling criminality.</P>
<P>Let me take each in turn.</P>
<H2>Restoring order</H2>
<P>First, restoring order.</P>
<P>Following the meetings of COBRA which I chaired on Tuesday, and Wednesday and again this morning, we have taken decisive action to help ensure more robust and more effective policing.</P>
<P>There are now more police on the streets, more people arrested and more criminals being prosecuted.</P>
<P>The Met Police increased the number of police deployed on the streets of London from 6,000 to almost 16,000 officers. And this number will remain through the weekend.</P>
<P>We have also seen large increases in deployments of officers in other affected areas.</P>
<P>Leave in affected forces has been cancelled.</P>
<P>Police officers have been bussed from forces across the country to areas of greatest need.</P>
<P>And many businesses also released special constables to help.</P>
<P>More than 1,500 people have now been arrested across the country.</P>
<P>We are making technology work for us, by capturing the images of the perpetrators on CCTV - so even if they haven't yet been arrested, their faces are known and they will not escape the law.</P>
<P>And as I said yesterday, no phoney human rights concerns about publishing photographs will get in the way of bringing these criminals to justice.</P>
<P>Anyone charged with violent disorder and other serious offences should expect to be remanded in custody...</P>
<P>...and anyone convicted should expect to go to jail.</P>
<P>Courts in London, Manchester and the West Midlands have been sitting through the night - and will do so for as long as necessary.</P>
<P>Magistrates courts have proved effective in ensuring swift justice. The Crown courts are now starting to deal with the most serious cases.&nbsp; We are keeping under constant review whether the courts have the sentencing powers they need and we'll act if necessary.&nbsp; </P>
<P>As a result of the robust and uncompromising measures we have taken, good progress is being made in restoring order to the streets of London and other cities across our country.</P>
<P>As I have made clear, nothing is off the table. Every contingency is being looked at.</P>
<P>The police are already authorised to use baton rounds.</P>
<P>And, as I said yesterday, while they would not be appropriate now, we do have in place contingency plans for water cannon to be available at 24 hours notice.</P>
<P>Some people have raised the issue of the Army.</P>
<P>The Acting Commissioner of the Metropolitan Police said to me he would be the last man left in Scotland Yard with all his management team out on the streets before he asked for the army.</P>
<P>That is the right attitude and one I share. But it is my responsibility to make sure that every contingency is looked at - including whether there are tasks that the army could undertake that would free up more police for the front line.</P>
<P>Mr Speaker, everyone watching these horrific actions will be stuck by how they were organised via social media.</P>
<P>Free flow of information can be used for good. But it can also be used for ill.</P>
<P>And when people are using social media for violence we need to stop them.</P>
<P>So we are working with the Police, the intelligence services and industry to look at whether it would be right to stop people communicating via these websites and services when we know they are plotting violence, disorder and criminality.</P>
<P>I have also asked the police if they need any other new powers.</P>
<P>Specifically on facemasks, currently they can only remove these in a specific geographical location and for a limited time.</P>
<P>So I can announce today that we are going to give the police the discretion to remove face coverings under any circumstances where there is reasonable suspicion that they are related to criminal activity.</P>
<P>And on dealing with crowds, we are also looking at the use of existing dispersal powers and whether any wider power of curfew is necessary.</P>
<P>Mr Speaker, whenever the police face a new threat - they must have the freedom and the confidence to change tactics. This government will make sure they always have that.</P>
<P>The fight back has well and truly begun.</P>
<P>But there will be no complacency. And we will not stop until this mindless violence and thuggery is defeated and law and order is fully restored on all our streets.</P>
<H2>Supporting victims</H2>
<P>Let me turn to the innocent victims.</P>
<P>No-one will forget the images of the woman jumping from a burning building or the furniture shop that had survived the blitz now tragically burnt to the ground.</P>
<P>And everyone will have been impressed by the brave words of Tariq Jahan, a father in Birmingham whose son was so brutally and tragically run over and killed.</P>
<P>I give the people affected this promise:</P>
<P>We will help you repair the damage, get your businesses back up and running; and support your communities.</P>
<P>Let me take each of these in turn.</P>
<P>On repairing the damages, I can confirm that any individual, homeowner or business that has suffered damage to or loss of their buildings or property as a result of rioting, can seek compensation under the Riot Damages Act, even if uninsured.</P>
<P>The government will ensure the police have the funds they need to meet the cost of any legitimate claims.</P>
<P>And whereas normally claims must be received within 14 days, we will extend the period to 42 days.</P>
<P>The Association of British Insurers have said they expect the industry to be paying out in excess of £200 million.</P>
<P>And they have assured us that claims will continue to be dealt with as quickly and constructively as possible. </P>
<P>On supporting businesses, we are today setting up a new £20 million high street support scheme to help affected businesses get back up and running quickly. </P>
<P>And to minimise the costs facing businesses, the government will enable local authorities to grant business rate relief, by funding at least three quarters of their costs.</P>
<P>We will defer tax payments for businesses in greatest need, through Time to Pay and other practical support.</P>
<P>And for houses and businesses that have been the most badly damaged we have instructed the valuation office to immediately stop liability for council tax and business rates.</P>
<P>A specific point was raised with me in Wolverhampton yesterday, that planning regulations make it difficult for shops to put up protective shutters.</P>
<P>We will weed out unnecessary planning regulations to ensure that businesses can get back on their feet and feel secure as quickly as possible.</P>
<P>On supporting local communities, I can confirm that the Bellwin Scheme to support Local Authorities will be operational. However to ensure urgent funding is immediately available we are today establishing a new £10 million Recovery Scheme to provide additional support to councils in making areas safe, clean and clear again.</P>
<P>And the government will also meet the immediate costs of emergency accommodation for families made homeless by these disturbances.</P>
<P>The Secretary of States for Communities and Local Government and Business have made available to the House details of these schemes today.</P>
<P>Of course the situation continues to evolve and we will keep the need for additional support under close review.</P>
<H2>Tackling the deeper problems</H2>
<P>Finally, Mr Speaker, let me turn to the deeper problems.</P>
<P>Responsibility for crime always lies with the criminal. But crime has a context. And we must not shy away from it.</P>
<P>I have said before that there is a major problem in our society with children growing up not knowing the difference between right and wrong.</P>
<P>This is not about poverty, it's about culture. A culture that glorifies violence, shows disrespect to authority, and says everything about rights but nothing about responsibilities.</P>
<P>In too many cases, the parents of these children - if they are still around - don't care where their children are or who they are with, let alone what they are doing.</P>
<P>The potential consequences of neglect and immorality on this scale have been clear for too long, without proper action being taken.</P>
<P>As I said yesterday, there is no one step that can be taken.</P>
<P>But we need a benefit system that rewards work and that is on the side of families.</P>
<P>We need more discipline in our schools.</P>
<P>We need action to deal with the most disruptive families.</P>
<P>And we need a criminal justice system that scores a clear, heavy line between right and wrong.</P>
<P>In short, all the action necessary to help mend our broken society.</P>
<P>At the heart of all the violence sits the issue of the street gangs. Territorial, hierarchical and incredibly violent, they are mostly composed of young boys, mainly from dysfunctional homes.</P>
<P>They earn money through crime, particularly drugs and are bound together by an imposed loyalty to an authoritarian gang leader.</P>
<P>They have blighted life on their estates with gang on gang murders and unprovoked attacks on innocent bystanders.</P>
<P>In the last few days there is some evidence that they have been behind the coordination of the attacks on the Police and the looting that has followed.</P>
<P>I want us to use the record of success against gangs of cities like Boston in the USA and Strathclyde in Scotland - who have done this by engaging the Police, the voluntary sector and local government. I want this to be a national priority.</P>
<P>We have already introduced gang injunctions and I can announce today that we are going to use them across the whole country for children and for adults.</P>
<P>There are also further sanctions available beyond the criminal justice system.</P>
<P>Local authorities and landlords already have tough powers to evict the perpetrators from social housing.</P>
<P>Some local authorities are already doing this. I want to see others follow their lead and we will consider whether these powers need to be strengthened further.</P>
<P>Mr Speaker, I have asked the Home Secretary to work with the Secretary of State for Work and Pensions and other Cabinet Colleagues on a cross-government programme of action to deal with this gang culture, with a report to Parliament in October.</P>
<P>I also believe we should be looking beyond our shores to learn the lessons from others who have faced similar problems. That is why I will be discussing how we can go further in getting to grips with gangs with people like Bill Bratton, former Commissioner of Police in New York and Los Angeles.</P>
<H2>Conclusion</H2>
<P>Mr Speaker, in the past few days we have seen a range of emotions sweep this country: anger, fear, frustration, despair, sadness - and finally a determined resolve that we will not let a violent few beat us.</P>
<P>We saw this resolve in the people who gathered in Clapham with brooms to clean up the streets.</P>
<P>We saw it in those who patrolled the roads in Enfield through the night to deter rioters.</P>
<P>We saw it in the hundreds of people who stood guard outside Southall Temple, protecting it from vandalism.</P>
<P>This is a time for our country to pull together.</P>
<P>To the law abiding people who play by the rules, and who are the overwhelming majority in this country, I say the fightback has begun, we will protect you, if you've had your livelihood and property damaged, we will compensate you. We are on your side.</P>
<P>And to the lawless minority, the criminals who've taken what they can get. I say: We will track you down, we will find you, we will charge you, we will punish you. You will pay for what you have done.</P>
<P>We need to show the world, which has looked on appalled, that the perpetrators of the violence we have seen on our streets are not in any way representative of our country - nor of our young people.</P>
<P>We need to show them that we will address our broken society and restore a sense of stronger sense of morality and responsibility - in every town, in every street and in every estate.</P>
<P>And a year away from the Olympics, we need to show them the Britain that doesn't destroy, but that builds; that doesn't give up but stands up; that doesn't look back, but always forwards. </P>
<P>And I commend this statement to the House.</P>

Already several hundred people have been arrested and the Government is making sure that court procedures and processes are speeded up. Our message to those who are responsible for this wrongdoing and criminality should be clear; they will feel the full force of the law. If they are old enough to commit these crimes, they are old enough to face the punishment.<o:p></o:p></SPAN></P>

<P>I am aware there are hundreds of people in Brentwood and Ongar who have caring responsibilities for family members and friends. For some it is a case of popping in and checking all is well, for others it is a full time role.</P>
<P>Carers Week, from the 13th to 19th June this year, is an opportunity to make&nbsp;people realise they're not alone in caring for a loved one.&nbsp;&nbsp;There are six million carers in Britain and I recognise the outstanding work they do in keeping loved ones at home and living&nbsp;happy and fulfilling lives.</P>
<P>The Government has recently&nbsp;committed more than £4 million to be reinvested in a range of projects from training schemes for health and social care workers to access to better information. <BR><BR>The funding has been made available following the cancellation of the contract for Caring with Confidence, as the programme was not good value for money. Within the four millions pounds is&nbsp;£500,000 of new support each for The Princess Royal Trust for Carers, Crossroads Care and Carers UK to support important projects. <BR><BR></P>]]></description>

If left undisturbed the new pipes will last for many years and help ensure the people of <st1:place w:st="on">Brentwood</st1:place> continue to enjoy safe, secure and reliable gas supplies in future years.<o:p></o:p></FONT></SPAN></P>

<P class=MsoNormal>Pupils and staff from St Andrew’s Church of England Primary School in North Weald gave Brentwood and Ongar Member of Parliament, the Rt. Hon. Eric Pickles MP, a cheerful Easter welcome when he visited the school this week.<o:p></o:p></P>
<P class=MsoNormal>Eric’s visit was to formally launch the school’s new website, which shows the pupils taking part in a range of activities as well as giving details of the school’s curriculum, governing body and staff.<o:p></o:p></P>
<P class=MsoNormal>After accepting a beautiful hand-made Easter card from the youngest children in Class 7, Eric clicked the mouse which launched the site, before cutting a ribbon which allowed pupils their first viewing of their very own picture galleries and school news.<o:p></o:p></P>
<P class=MsoNormal>Eric said:<o:p></o:p></P>
<P class=MsoNormal>“I am delighted St Andrew’s School has such an up to date and well-crafted tool to show what an exciting place it is for the children and staff.
